So, It's Not an Air Conditioner—Right?
Correct! Evaporative air coolers don't use heavy compressors or refrigerant gas to lower air temperatures, nor do they spray mist. Instead, they moderately reduce heat through evaporating water vapor into the air. They work most effectively in hot, dry climates. Check out the map: The red and orange regions, with less than 45% relative humidity, are suited for indoor & outdoor evaporative coolers; the yellow regions, between 45%-65% relative humidity, can benefit from outdoor evaporative coolers; the blue, more humid zones are on target for outdoor evaporative cooling or indoor Honeywell Portable Air Conditioners. The cooling effect produced by evaporative air coolers
depends on environment conditions and should not be expected to cool as efficiently as air conditioners.
How do Evaporative Air Coolers Work?
Honeywell evaporative air coolers are constructed with three central components: a fan, a pump system to circulate water and a honeycomb-shaped absorbent panel. The fan draws in warm air through the wet honeycomb media; evaporation converts the moisture into water vapor; and then cooler, more humid air flows out on the other side. When using an evaporative air cooler, ventilate, ventilate, ventilate! Open a window, or keep a door ajar, to expel over-humidity and allow for circulation of fresh, dry air. Also, be aware that the honeycomb media may have a distinct odor when first used, which will dissipate after a couple hours.

1) HARD TO SEE WATER LEVEL: When I try to find the water level, I have to get out a flash light and even then it is difficult to tell the water level. By comparison, I have a dehumidifier that has a collection bucket with a little red ball that rides up and down with the water level so I can tell at a glace how much water is in the bucket and when to empty it. Unfortunately the Honeywell swap cooler has no such water level indicator, other than a low water alarm. I've tried shining a flash light on the outside and inside and have difficulty determining the water level. There's got to be an easy solution to this problem that doesn't increase manufacturing costs, like a little floating ball.
2) EASY TO SPLASH WATER OUT THE SIDE WHEN FILLING: I typically add water in the side hatch with a one gallon bucket that has a guide on the side to help control the water flow. There are little wings on each side of the fill port sides to help a void water splashing onto the floor but they're kind of low and it's easy to splash water onto the floor with filling. It would be helpful if they were a little taller, as I really have to make sure I don't pour the water in too fast lest it spill out the side. This is not a big deal, but would be nice if the fill port side wings were a little taller or some other solution.
3) HINT - HAVE SOMETHING TO REST THE TOP OF THE UNIT WHEN REMOVING IT FROM THE BASE: Each user is a bit different, but I remove the top from the base to (weekly) clean the base out. The manual says to place the top vertically on the floor, but I have found that the pickup assembly doesn't retract into the upper unit, so I just place it on it's side so as to not damage it. If it is found to retract safely placing a towel under it might protect the unit from scratches.
Since I use the swamp cooler in the bedroom, I just lay the top down on the bed with a towel under the things that hang out the bottom. One could set the unit on the floor, but I rest it on something up off of the floor to keep it safe when cleaning out the sump. But don't set the top control unit on it's bottom so as to not damage the suction suspension and other parts. Just my take in it.
Also, if someone in the house has long hair, like a pet, make sure to clean any hair off of the water inlet so as to not obstruct water pickup.
4) NOISE: The unit is quite noisy even when running on low, but one can get used to it fairly quickly. Hay -- it's a fan and will make noise. It might even make sufficient noise (white noise) to help drown out the neighbor's television, barking dog or whatever. An added benefit, that's up to each one to evaluate.

Function: it is a glorified fan that costs $200. I already have 2 fans in the room before this product arrived. There is NO DISCERNABLE DETECTABLE cooling of the room (including the thermometer before the unit has been turned on, as well as after it has been running for more than 4 hrs)

The only thing that is an issue is the noise level. We don't mind it, except for when we are watching a movie or TV. The white noise is nice at night. I could see how it could be an issue for people who do not like noise at night.

Good water capacity and can also add ice to cool things down even further.
I'm not sure the product is worth the price considering how much cooler it makes the room (the temperature probably dropped by one or two degrees), you need to have it directly pointed at you for the full benefit but would recommend ear plugs if you do that
