Tom Mast lives in Austin, Texas, with his wife Eddie. They have two sons and five grandchildren. Tom received a BS degree in mechanical engineering from The University of Texas and an MS from Stanford, served as a Lieutenant in the U.S. Navy in the Philadelphia Naval Shipyard and Spain, and returned to graduate from the Harvard Business School. He spent his career in manufacturing and engineering management and has traveled widely.

He has had a long-standing concern about the inability of our Congress to do its job well. This merged with a confidence that he had the time, passion, education, and background to write this book. Combative Congress lays out the reasons for having two infighting parties, analyzes the root causes, and spells out the badly needed changes in electoral systems.

The United States is a Representative Democratic Republic but lately the representation part has been a bit dysfunctional. As someone who has voted and donated to both parties, I receive a lot of emails and mail from both parties. Republican senders tend to assume I am a hardcore rightwing Republican and the Democratic senders that I am a progressive. The correspondence I get insult, denigrate, misrepresent, and lie about the other party’s members as well as the issues. It’s obviously a very ugly war between the two parties. I’ve met with politicians and some of them who were on the more extreme side consider the people who voted for them as their team, the real Americans, while they strongly dislike those who did not vote for them and even consider them their enemies. According to Gallup 2019 28% of US voters are Republicans, 30% Democrat, and 41% Independents. However, the way the primaries work the extreme candidates from each party tend to get elected. Essentially, many of us if not most of us lack representation.

The author Tom Mast, an engineer, manager, military, has an extensive experience with meeting and communicating with congressmen while representing various non-profits. He has done extensive research into today’s strongly partisan and dysfunctional congress and in the book, he references in depth academic research into the issue as well as lighter reading such as the Economist. He notes that this situation is particularly bad in the United States and that having just two viable parties is fairly unique among democracies. He explains the symptoms and more importantly he examines the causes and presents solutions. He did not come up with these solutions, but he is endorsing what he believes are the best proposals.

He points out that having just two parties has led to the polarization we are seeing but that the current US election mechanics makes having just two parties more or less unavoidable. The election mechanics is for the most part not laid out in the constitution but has been created along the way. The law requiring one member house districts (one congressman per district) was created in 1967 with good intentions but with bad results. He discusses gerrymandering, that politicians chose their voters instead of the other way around. Around 85% of house districts are non-competitive districts, or safe districts, meaning the winner is essentially decided before the election. Gerrymandering is especially bad here in Texas where I live. In 2020 the party in charge changed the district map to the point where some districts looked like snakes, just to guarantee that they would get as many representatives as possible without having to worry much about voters. He discusses the closed partisan primaries which often result in the most extreme candidates representing their party.

Among the solutions he suggests are fixing gerrymandering, ranked choice voting, final five voting, eliminating party primaries, allow for multimember districts, etc. These changes will allow for more than two viable parties, allow independents and centrists to be represented, reduce polarization, block voting, and end the war between the parties. I certainly agree with the author’s assessment. The polarization has gone too far and the war between the parties has become ridiculous. It is time for something better and I think his suggestions are very good. It is time to discuss them. The book is non-partisan and honest, it is well organized, well written, well researched and compelling. I highly recommend this book.

This book offers concrete steps voters can take to improve our government. A 2022 Gallup poll found that only 7% of the country had a great deal or quite a lot of confidence in Congress. Are you part of the other 93% who only have some or very little confidence in Congress? Do you feel that none of the candidates you can vote on will make a difference? This easy to read book summarizes the major problems and offers good potential solutions that anyone can understand. Some of these solutions have been implemented in a few states and have made a difference there.

The author recommends several actions that we can take to change the system. A good feature of the book is that it has references to other books, magazine articles, etc. that provide more detailed information and studies to back up his recommendations. This allows the reader to do more research, if desired.

Tom Mast has written a carefully thought-out and easy-to-read book that addresses core issues regarding the Congressional dysfunction we are seeing. He points out the problems with having just 2 political parties that have no incentive to work through difficult issues. Two key suggestions he raises are: (1) Ranked Choice Voting (RCV) and open (nonpartisan) primaries to encourage a broader variety of candidates, more voter participation, and to avoid most (if not all) run-offs; and (2) multi-member districts for the House to increase the competitiveness of elections. These suggestions are worthy of serious consideration, so I recommend this book to readers with an interest in ideas to improve the functioning of our Congress.

This book was well researched, finely written, and very insightful regarding how our electoral system works today and what is needed to change it. The author knows his subject matter and presents it in a thorough, easy to digest manner. Buy this book, read it, and vote to make the necessary changes! Until the necessary changes are made in our political processes, every high school student should be required to read this book because they are the voters of our future!

The author gives an insightful analysis of why our congress is not working for the citizens of the United States, but is instead engaged in partisan bickering with more focus on hurting the other party than reaching across the isle and solving problems.
He explains that the real problem is the way we conduct elections that makes it almost impossible for other political parties to gain any traction. His suggested solutions and reforms would clearly help and the book deserves a read.

This is a clarion call to action from American voters. Tom Mast makes a powerful argument, well researched and clearly presented, for major changes to our electoral system, designed to result in a functional Congress. It is an eye-opener, written in a tone that is both personal and passionate, is reasonably brief, and punctuated with photos wittily emphasizing the ideas. Recommended for everyone who cares about getting rid of the dysfunction in Congress.

I will be honest. I've always been very confused when it came to our Congress and watching the news just makes it worse. Tom's book was easily understandable and really help me become more informative. I would highly recommend the book.
