Anyway - if stick to the directions and don't apply to thin (thin will dry within 10mins pending your environment, low humidity, etc.) you'd need to apply more to then remove it. One would not want to allow it to "harden" - just making work for yourself there.
So, I choose this for a more "delicate" project to remove, medium-light, medium, to speckeled rust on some old Blades. There could be a small, e.g., 1/4 to 1/2 " spot, but not like a dug in and to flake off layer - it would leave a darker spot, but still mostly a cosmetic (to me, imo) result.
Again, it worked as expected; however, again, if do a second application, just stay with it since would not be really "bare" (no oil etc. at all) metal. I'm not saying you'd "etch" it, but if had otherwise "brite" metal where not "rusted", some of the brite-ness, so to speak could be diminished. Why would that matter? Well, I'm not seeking to thing to have to hand polish it to bring that back and would/could look "odd", especially on an old blade seeking to preserve - not "restore". Again, that's a cosmetic thing, but for some - these "hints" may be a good reminder. I see allot of metal that someone tried to "clean up" and ruined the cosmetic value of the blade - functionally, a blade is a blade otherwise. If seeking to "preserve" old metal that was likely cared for the past 150 years or so, I'd say, one application up to 10 min then stop - using a green scotch pad (wear gloves, well vented room). Then no more than (for me) a 3 min, generous coating to keep from drying at all, using a green scotch pad (no metal or abrasives) - should do it and the item look cared for not "cleaned up".
Otherwise, e.g., ask a conservatory, or "museum" staff in a public agency or look farther into it.
From what I've experienced is, if left on, to dry, would remove the "brite" aspect. Some may be okay with that. I would immediately oil, or silicone lube spray allowed to dry or as you like. Since you are with water rinsing it, deactivating it (unless want to do more) just make sure it's actually dry and or WD40 displace any dampness.
I hope that helps. (If you work in a shipyard with 5 gal buckets, your on your own :) )
Be aware that on certain steels like hand saw blades, the non-uniform black discoloration you get from phosphoric acid can be quite unsightly and a bit hard to remove (it will also remove any etched printing on saw blades). For saw blade rust removal in particular, there is lots of info online on hobby handsaw blogs on how to de-rust the blades and preserve/redo the printed etching. However, note that any valuable antique tools or valuable items with etching that are to be sold should be left alone without attempting rust removal (just like tarnish on old coins should never be cleaned off). Just clean off the surface dirt with dish soap and water and a plastic bristle brush.
If you have an item where the clean appearance of the bare metal is important and you can soak the part in a plastic bucket or other plastic container, I would instead use a soak in citric acid (non-toxic "sour salt") solution, or better yet any of the newer (expensive) hi-tech rust remover solutions like Evapo-Rust (available at hardware stores and some auto parts stores). There is lots of info online on these newer rust removal products . Cheaper citric acid granules/powder is available at some grocery and natural food stores and online; and there are formulas online on how much citric acid add to water for rust removal. Citric acid solution and Evapo-Rust leave only minimal residue to be removed.
If you have several small rusted parts, you can put them in a plastic jar (like a peanut butter or mayo jar) then pour in rust remover solution or else Naval Jelly with enough water to cover the parts. Screw the lid on tight and shake the jar up; let it sit for a while and shake again; repeat until the rust is removed. (You may have to change the solution a few times with heavy rust.) Shaking up parts together like this will remove some of the Naval Jelly black coating and rust residue without needing to scrub it off. Obviously the more Naval Jelly you use, the higher the concentration of acid and the faster this will work, but just a couple teaspoons added to the water will work over several days - you can just experiment to see what works best.
To get the part totally clean after it is cleaned of any surface residue, rinse and brush with a small amount of baking soda and dish soap mixed in water to neutralize any remaining acid on the part (the same with citric acid solution). And finally a last water soak and rinse. Dry the part with a rag and let it air dry. (If you dry with heat in an oven it may develop a thin coating of surface rust.) After complete drying, there are several methods of rust-proofing described online. One easy thing to do is paint with with Rustoleum bare metal primer and then the Rustoleum color of choice. Or else the part can simply be lightly coated with a rust preventative like Barricade gun spray or similar sprays.
Be aware that the residue rinsing should not be done in a sink, since the chemical residue is grimey and toxic so it should not go down the drain or into a storm sewer and contaminate the city waste water. Instead use a large plastic bucket or bin of water, and when done, drop in a few tablespoons of baking soda to neutralize the acid; then dump it on the ground where there are no plants or into some gravel. The solution left using citric acid solution soaking is much less toxic than the phosphoric acid residue, but should still not be poured down a drain, and it should also be nuetralized with some baking soda. All of this work is somewhat messy and obviously best done in a garage or outside in old clothes. Don't get any of the solution on concrete or asphalt or it may stain - use old drop cloth or cardboard.
By the way, don't use muriatic acid for rust removal. It is a very strong hydrochloric acid solution sold in hardware stores for cleaning concrete - it can quickly cause eye or skin injury, and the fumes are also toxic. Muriatic acid will also slightly pit the steel surface and cause an immediate thin coating of flash rust on the bare metal when drying.
There is lots of other info on the various rust removal techniques online - even the electrical method using a battery charger (but sort of a hassle compared to chemical methods). As I wrote, Evapo-Rust and other similar high-tech solutions are the best and easiest, but they are are expensive unless you've just got a few small parts.
