Echoing the words of the Hippocratic Oath, the author challenges aid agency staff to take responsibility for the ways that their assistance affects conflicts. Mary B. Anderson cites the experiences of many aid providers in war-torn societies to show that international assistance - even when it is effective in saving lives, alleviating suffering and furthering sustainable development - too often reinforces divisions among contending groups. But more importantly, she offers hopeful evidence of creative programmes that point the way to new approaches to aid. Anyone interested in working with a NGO or donating money to a NGO should read this book. Dr. Anderson begins and ends the book with the following quote, "When international assistance is given in the context of a violent conflict, it becomes a part of that context and thus also of the conflict." "Do No Harm" is a very honest accounts of how aid has helped and hindered the peace process. Providing assistance can never be a neutral act and in understanding that, contributors to NGOs must understand how their money will be used.

I think this the book you need to help you do no harm while you're doing development in conflict prone zone.

I read this book in conjunction with my grad school studies, having already spent more than 10 years in the relief and development sector. I found the author's approach to be sophomoric at times and hardly practical at others. While the overall message of Do No Harm is good, it was not a very insightful or compelling read because it is based on interviews with anonymous individuals and does not have any first hand experience. Maybe if the author had actaully worked in the field for 5-10 years she would have had more insight into some of the seriouss challenges.

本書は1999年に書かれ、その扱う事例も90年代のものがほとんどであるが、援助が害をもたらすことの無いように行われるためのアイデアは、十分に刺激的であり有効であり続けている。援助がともすれば害悪となり、紛争を助長しかねないとの指摘は、開発援助に携わる人々にとって常に頭の片隅に留めて置かねばならないポイントであろう。援助に携わる人には是非読んでいただきたい実践的内容の書である。
