I purchased this water dispenser for the price and the majority of good reviews. I was also adamant about buying a dispenser that was bottom loading.
The noise it makes never bothers me. The majority of the time it does not make any noise, however, during those times that it is making noise, it is relatively quiet.
I love that it has a dispenser for hot, cold, and room temperature water. I have had this dispenser for about a year and have not had any issues with the water temperatures.
I love that it's bottom loading because the 5 gallon jugs are so heavy and I have no interest in trying to lift one to place on a dispenser. I can easily slide the jug up the little "ramp" it has and push it into place.

Needless to say, I am very happy with my purchase. Packaged beautifully, safely, and reliable. Not heavy at all to lift/slide around in the durable, and sturdy packaging. Delivered on time, and very quick and easy set up.
Primo Water is available Nation Wide at any and all grocery store locations, hardware stores, etc. This is how I found them in the first place, online. It's $14.00 for a 5 Gallon jug that you slide into the water dispenser, and then if you want refills at certain locations, it's $7.00 for a refill. This is the price around me, and I live in PA.
The machine itself is self explanatory, and if you have an issue with setting anything up, it comes with very specific instructions that took me less than five minutes to have it all up and running. For the Price, you truly can not beat having your own water dispensing system, all the while saving on plastic bottles/waste.
I would check in your area first, and make sure you also have Primo Water Jugs close by that you can pick up/refill though. I Do Not know if this product can support other 5 Gallons Jugs of water besides Primo.

07/02/17 UPDATE: Sadly my cooler stopped cooling the water and then started leaking water all over my floor (thankfully I have tile floor in the kitchen!). The cooler stopped working the end of June 2017 which means I had only been using this cooler for 11 months!! I contacted the seller and reported this issue. The response from the seller was basically, sorry about your luck but we only offer a 30 day warranty! Really a 30 day warranty on this type of product is absolutely ridiculous!! So now I have had to purchase another water cooler and went with the Self-Cleaning Whirlpool Bottom Load Water Cooler which had excellent reviews!! I read all the reviews on the Primo Cooler but chose to ignore the reviews talking about a leaking cooler, and thought that wouldn't happen to me! HA, the joke was on me!! DO NOT PURCHASE THIS PIECE OF JUNK WATER COOLER UNLESS YOU HAVE MONEY TO WASTE!! :-(
The only con is when the water bottle is empty but the reserve has water in it, it tends to leak. How to fix the problem: take out the empty bottle, push blue (cols water button while bottle is under the spout to drain the reserve.
